Job Summary: 

• Utilizes policies, standards, and principles to produce an installation master (development) plan to guide the development of built and natural resources, facilities, and services required by the Air Force community.
• Employs planning AFIs and the Unified Facilities Criteria for efficient installation development, and incorporates land development goals and policies into the installation development plan.
• Assists Air Force officials responsible for land use decisions by maintaining a comprehensive view of the inner relationships of base organizations and their missions, and understanding the development alternatives along with the long-range impact of present land use decisions.
• Prepares planning studies and analyzes quantitative and qualitative data in support of installation planning and mission requirements.
• Assists the installation to create a more operationally efficient, connected, and visually pleasing environment through coordinating or compacting development, removing clutter, establishing consistent architectural themes, and creating logical pedestrian and vehicle circulation patterns.
• Prepares detailed element plans, studies, and analysis products to measure the ability of the installation to accommodate current and future emission requirements.
• Proposes solutions for leadership consideration and implements approved courses of action in support of the installation master development plan (i.e., area development plan, network plan, capacity plan, infrastructure investment plan, natural, environmental, historical, and cultural management plan).
• Applies installation and land use planning processes to achieve compliance with operational, environmental, and safety criteria when advising on facility siting decisions.

• Proactively evaluate and engage on local initiatives, community general development and land use plans, and private development projects for impact to Navy mission.

Job Summary: 

• Coordinate all aspects of project urban planning and preparation in the pre-development phase.
• Coordinate overall space and site plan programming and integration of community service needs including open space, office and program space, and community and cultural facilities.
• Prepare relevant planning applications for the public review process, including ULURP, variance applications and zoning overrides.
• Direct the public review process for all such applications.
• Coordinate and engage consultants to complete predevelopment studies, including site metes-and-bounds and geotechnical surveys and building existing conditions, Phase I and Phase II Environmental Site Assessments, environmental investigations and remediation plans.
• Plan, prepare and coordinate community presentations
• Provide technical support in the area of Land Use, Housing and Landmarks to Manhattan Community Board 4
• Prepare maps and planning analysis to support studies, applications and inventory documentation
• Prepare reports, presentations and planning studies regarding land use, affordable housing and zoning (with an emphasis on Special Zoning Districts)
• Attend Community Board Land Use, Housing and Landmarks Committee meetings
• Attend developer and City Agency briefings, for proposed developments and zoning initiatives
• Update and maintain planning and development aspects of the CHDC website to be a community information resource
