• Independently perform and oversee contract construction activities within a geographic region
• Identify methods for improvement and make cost-effective recommendations that comply with safety, environmental, federal and state standards

• Review and approve ITB technical documents for construction and review the technical proposal on working out the TBE of the construction package
• Evaluate construction contract proposals, and ensure EPCm contractors and construction contractors implement applicable codes and practices in construction with good coordination to ensure proper execution
• Review and approve all the project procedures related to site construction in line with the project execution
• Support the activities of project risk assessments at different project phases by identifying the key outstanding risks with mitigation plans and executions as follow-up
• Audit the construction safety and quality practice to ensure proper safety and quality plans are followed

• Perform assigned CSA design for the Pre-feed, BEP and Detailed execution for all the projects green-field and brown-field in China
• Prepare/Review and finish all the CSA design documents and drawings, including design specifications by incorporating Adisseo standard, layout, elevation, section, detailed drawings and joint drawings, architecture energy efficiency calculation and architecture rendering drawings to ensure all CSA work meets project requirements and related standards
• Prepare/Review MTO/MR for subcontracting requisition and bidding packages etc on supporting awarding CSA contractors in the procurement process including qualification investigation of bidders from the beginning
• Review/approve the engineering deliverables on CSA and related from the engineering company according to the project plan and technical requirements to ensure that steps for all areas are ready for the next step occupation.
• Support and assist project proposal estimation, project execution, construction QA, scheduling, budget management & cost control and as-built drawing management, initiate CSA design changes
• Review/Prepare/Finish the CSA documents according to local authorities requirements
• Site construction management by managing EPCm/EPC and construction contractors on meeting the requirements of quality, safety and schedule. 
• Participate in contractor regular progress meetings and conduct regular/irregular construction/CSA review meetings with contractors on key issues
• Support the permitting pertinent to construction including drawing review/FF/planning permit/construction permit/the relevant acceptance during the period of site construction, etc.

• Experience developing and managing construction engineering and inspection programs

• Experience in Outside Plant Construction, Construction Management, or OSP Field Inspector.
• Ability to communicate orally and in writing, as well as give effective presentations to Supervisors and Managers. 
• Ability to work independently as well as with a team of senior-level engineers and supervisors to develop solutions to complete assigned tasks.
• Intermediate knowledge of outside plant engineering.
• Understanding of telecom products offered and how to deliver these products to external customers.
• Knowledge of permit process for city/county/DOT/Railroad permits.
• Intermediate understanding of aerial plant engineering, including make-ready and pole-loading analysis.
• Understanding of engineering for OSP underground networks on fiber and HFC platforms.

Qualifications: BS in Architectural Engineering with 7 years of Experience

• Proven experience in a similar construction engineering role.
• Trade discipline background, with Degree/HND/HNC or similar with equivalent experience in a construction-related position in Electrical, Instrument, Piping/Mechanical disciplines
