Building Services Manager Job Description Template
1. About the Role
A Building Services Manager owns the mechanical, electrical, and hydraulic engineering package from design coordination through commissioning on commercial construction projects. That scope is precise. On a Tier 1 or Tier 2 contract, where MEP works commonly represent a third or more of a project's total value, weak package management surfaces as programme delays, failed statutory compliance sign-offs, and subcontractor claims that outlast practical completion. This role carries technical authority over multidisciplinary services engineering while simultaneously driving procurement strategy, CDM compliance obligations, and the subcontractor accountability chain on complex builds.
2. Position Summary
As the Building Services Manager, you coordinate the full MEP design and delivery programme on commercial construction projects, holding technical accountability for mechanical, electrical, hydraulic, and fire services packages from tender stage through commissioning handover. You work across project directors, MEP consultants, specialist subcontractors, and regulatory bodies, sitting within the main contractor's project leadership structure and answerable to the Project Director or Contracts Manager for programme and cost performance on each package.
3. Why Join Us
Career Impact: Delivering multidisciplinary MEP packages on commercial builds valued at $50M or above establishes a track record that carries direct weight in Tier 1 contractor markets and positions experienced managers for Contracts Manager or Head of Building Services Engineering progression.
Business Impact: The quality of MEP coordination and commissioning you drive determines whether a building achieves regulatory sign-off on schedule - delays here affect the entire project's practical completion milestone and client handover.
Growth Opportunity: Exposure to Green Star, NABERS, and equivalent sustainability rating tools on commercial builds becomes increasingly bankable as net-zero obligations tighten across the construction sector, expanding your market value beyond standard MEP delivery.
4. Key Responsibilities
- Lead the coordination of mechanical, electrical, hydraulic, and fire services packages across design, procurement, and installation stages.
- Manage subcontractor selection, tender analysis, and scope definition to secure technically compliant and commercially sound appointments.
- Review designer and contractor drawings for compliance with contract specifications, employer's requirements, and relevant building codes.
- Monitor installation works on site and enforce HSE and quality assurance standards throughout each project phase.
- Develop and maintain short-term, look-ahead, and commissioning programmes, adjusting sequencing to protect practical completion milestones.
- Assess subcontractor progress claims and variations, recommending approval or dispute resolution to the Project Director.
- Produce monthly MEP status reports and present package performance data at contract review meetings with project directors and clients.
- Mentor junior building services engineers and assistant managers, supporting their technical development and programme accountability.
5. Required Qualifications
- Bachelor's degree in Mechanical Engineering, Electrical Engineering, Building Services Engineering, or equivalent work experience.
- 5 or more years of MEP package management experience, with demonstrated delivery on commercial construction projects at Tier 1 or Tier 2 contractor level.
- Proven ability to coordinate multidisciplinary building services - mechanical, electrical, hydraulic, and fire - across design and construction phases.
- Working knowledge of CDM regulations and statutory compliance obligations applicable to construction project delivery.
- Experience reviewing and coordinating MEP design drawings and specifications for compliance with contract requirements.
- Demonstrated ability to manage subcontractor programmes, assess claims, and drive package-level cost and schedule accountability.
- Strong written and verbal communication skills, with the ability to present technical and commercial information to project directors and clients.
- Recognised qualification in health and safety practice, such as IOSH Managing Safely, NEBOSH, or SMSTS.
6. Preferred Qualifications
- Experience applying sustainability rating tools such as Green Star, NABERS, ABGR, or BASIX on commercial construction projects.
- NVQ, HND, HNC, or CIBSE membership supporting formal recognition within the building services engineering discipline.
- Familiarity with value engineering methodologies applied to MEP procurement and design optimisation.
- Demonstrated experience managing MEP packages on projects valued at $50M or above, including final account close-out with clients and supply chain.
7. Success Metrics & Environment
- Programme adherence rate on MEP packages, measured against agreed commissioning and practical completion dates.
- Subcontractor claim resolution cycle time, tracking how quickly assessed variations are recommended and closed.
- Number of statutory compliance defects identified at commissioning versus at final inspection, reflecting installation oversight performance.
- HSE incident frequency rate across supervised MEP works, measured per 100,000 hours worked on package.
- Monthly MEP status report accuracy, assessed by project directors against actual site progress at contract review meetings.
- Typical tools: project programming (commonly Asta Powerproject or MS Project); design review (commonly AutoCAD or Navisworks).
8. Compensation & Benefits (US Market Benchmark)
- Base Salary Range: $95,000 to $140,000 per year, depending on experience and project scale
- Bonus: Project performance bonus, typically 5% to 12% of base salary
- Equity: Not commonly offered; profit-share arrangements at senior contractor level occasionally available
- Health Benefits: Medical, dental, and vision coverage; employer contribution standard
- PTO: 15 to 20 days annually, plus public holidays
