DATA MANAGER JOB DESCRIPTION

We are in search of a Data Manager to provide vital support in statistical analysis, data quality management, and survey design and implementation. This role encompasses daily data operations, cleanup, and ensuring data integrity and security for project success. Key responsibilities also include data architecture design for application migration, integration, and comprehensive database management.

1. Under the general direction of the Program Director or Manager, the Data Manager is responsible for various functions including but not limited to day to day activities related to data, data clean up, change management process, and liaison to a data aggregator. This position will participate in other related projects and perform other functions as may be required from time to time.

Data Manager Responsibilities:

  • Manages all client transitions and new initiatives related to data
  • Manages all system changes through the change request process

2. The Data Manager will provide technical assistance through statistical support for the design, development and implementation of population-based surveys; support data quality assurance and management standards, provide expertise on study design, data interpretation and more. Must have experience within the medical/public health field!

Data Manager Responsibilities:

  • Serving as a technical advisor on global data analysis projects that encompass a wide range of advanced topics including statistical methods, research and study design.
  • Utilizing statistics and research methods commonly used in scientific, surveillance or epidemiological research to analyze, interpret and report on the public health burden of noncommunicable diseases.
  • Maintaining the set data quality assurance and management standards and providing expertise on enhancement of data analysis and quality assurance of the data coordinating center.
  • Providing technical support, manage and assist partners to conduct large-scale international mobile phone and household-based surveys (as needed)
  • Assisting in the writing of comprehensive statistical reports that include analysis, evaluation and resolutions of noncommunicable disease prevention and control issues. 
  • Collaborate with analysts and statisticians in global settings to develop joint analyses and publications.
  • Collaborating internally and externally with public health experts to ensure that valid research findings are disseminated and applied to non-communicable disease prevention and control activities.
  • Preparing statistical reports, graphs, charts, tables and narrative material to be used in publishing the surveys and results of studies and in giving oral and poster presentations.

Data Manager Qualifications:

  • Master's Degree in computer science and/or public health or related field (biostatistics, demography, epidemiology)
  • At least 4 years of public health science training and experience (required)
  • Strong experience in surveillance (e.g., survey statistics, demography and epidemiology) and data management
  • including scientific data analysis and report writing skills.
  • Experience in primary and secondary population-based survey data analysis.
  • Experience in development of sample designs and the calculations and application of sampling weights.
  • Experience in survey implementation, sampling and weighting methodology, data analysis and scientific publications is desirable.
  • Ability to demonstrate working knowledge of SAS, STATA, SPSS, SUDAAN, and/or other data management software.

4. The Data Manager role is a full-time opportunity, operating from Monday to Friday, with the occasional requirement for after-hours and weekend work to aid in response initiatives. This position is initially secured through grant funding for at least one year, with the possibility of overtime compensation depending on the evolving nature of the response. Data Manager Duties and Responsibilities:

  • Regularly assess and clean data housed in surveillance and immunization databases to assure the completeness, timeliness and accuracy of collected information
  • Enter reports of coronavirus tests, other respiratory virus testing or vaccinations into Division data repositories
  • Ensure that data is transmitted to Pennsylvania and the CDC
  • Communicate with clinical laboratories, testing sites to ensure they are efficiently and accurately reporting
  • Resolve issues with reports in either paper/phone/fax reports or files imported electronically

Data Manager Skills, Experience, Qualifications:

6. The Data & Analytics team provides operational support to the department and the firm around all our data and reporting. This is changing enormously with the advent of Switch, integration layer, boundary systems and the increase in analytical reporting requirements. The Data & Analytics Manager will be responsible for all aspects of data governance, including developing the overall data services strategy and creating and maintaining standards and best practices for data provisioning and data integration.

Data & Analytics Manager Functions:

  • Lead the data architecture team, focusing on planning, coaching, and mentoring to foster growth and productivity.

  • At least 3-5 years’ experience of working as a Data & Analytics Manager, managing a team
  • Expert knowledge of data management, data integration, and database development techniques
  • Strong experience in Data Visualisation tools, such as Power BI, SSRS, R, and developing best-in-class data visualisation dashboards
  • Extensive experience using Azure Data Factory, Azure Service Bus, Azure Logic Apps, Azure Function Apps, ETL pipelines, Python, Azure Log Analytics, Azure Monitor and SQL (on premise & cloud)
  • Ability to determine long term directions, industry trends, and how they relate to the organizational needs

7. The Data Manager is responsible for the data related requirements and design, data integrity and security, data mapping for application migration and integration, and data flows during project implementation. Data Manager role includes analyzing Client's existing data and the solution requirements to design how all data will be handled, including how data will be migrated, how data flows through all the integrated systems, how the data will be used and analyzed, complete data mapping, understand and develop database schemas, and designing/developing/managing SQL databases.

Data Manager Duties:

  • Designing data migration pipeline between source and staging databases to target database

9. The Data Manager role involves designing, developing, testing, and maintaining databases and data capture systems for clinical trials, with each element documented according to relevant SOPs, using proprietary Clinical Data Management System packages like MACRO or Red Pill. This position is responsive to the evolving needs of the trial, offering overtime compensation as required. The role's continuation depends on ongoing grant funding. Additionally, the Data Manager provides vital data to the Trial Management Group, aiding in the preparation of progress reports for various stakeholders such as Funders, Ethics Committees, and Trial Steering Committees. This includes conducting basic descriptive analyses of data and presenting results in formats suitable for comprehensive reporting.

Data Manager Roles:

  • Design, develop, test and maintain randomisation systems for clinical trials documenting each element in line with relevant SOPs using one or more systems (e.g. Sealed Envelope)
  • Design, develop, test and maintain other databases (e.g. Access) to support the administration of clinical trials
  • Enable accurate, complete and timely entry of all study data
  • Work closely with the trial management group in contributing to the design of data collection forms
  • Oversee the collection and collation of data collection forms from participating centers and ensure the input of this data onto computerised databases as needed
  • Work closely with the trial manager and trial statistician to perform regular and timely data cleaning procedures, and quality controls to ensure that all trial data is accurate, complete and timely, identifying and following up any data omissions or queries, identifying potential problems and taking appropriate action
  • Ensure good working relationships between NCTU and its clinical, academic and other partners and collaborators
  • Prepare data for analysis as required by the statistician including coding as required (e.g. MedDRA)
  • Prepare data management plans and ensure accurate and thorough documentation of all data management activities in accordance with applicable legislation and current standard operating procedures
  • Assist in the preparation of data and materials for publication and/or presentation at scientific meetings or in scientific journals
  • Give presentations and provide training on the effective use of data capture systems including development of trial specific user manuals
  • Ensure studies are conducted in accordance with GCP and other applicable legislation for Clinical Trials, and the General Data Protection Regulation
